Gombe Governor Inuwa Yahaya Breaks 29-Year Jinx with New Ultra-Modern State Secretariat

In a bold move to transform Gombe State’s administrative landscape, Governor Muhammadu Inuwa Yahaya, CON, has laid the foundation for a brand-new ultra-modern State Secretariat Complex — a project that has remained a dream since the state’s creation nearly 30 years ago.

Just days after unveiling the architectural design and signing the contract, Governor Yahaya performed the groundbreaking ceremony, marking a significant milestone in the history of public service delivery in the state.

A Vision Revived After Decades

The Governor recalled that the Dahiru Deba Secretariat, constructed shortly after Gombe State was created, was meant to be just the first phase of a larger civil service hub. Unfortunately, the project was abandoned by successive administrations, forcing Ministries, Departments, and Agencies (MDAs) to operate from scattered, rented offices — a situation that has drained public funds and hampered service delivery.

“This Secretariat is not just a structure. It is a statement — a reflection of our belief that the civil service deserves the best,” Governor Yahaya said during the ceremony.

What to Expect from the New Secretariat

The new Secretariat Complex, awarded to Datum Construction Nigeria Ltd. for N68.5 billion, will be completed in 95 weeks — well ahead of the administration’s end in May 2027.

Key features include:

  • A modern two-storey structure
  • Four major blocks for various ministries
  • A dedicated building for the Office of the Head of Civil Service
  • Landscaped surroundings and ample parking
  • Integration of green energy and sustainability elements

Governor Yahaya disclosed that 40% of the contract sum has already been earmarked as an initial payment. He also pledged full government support to ensure the project is delivered on time and to high standards.

Part of a Bigger Plan: The Three-Arms Zone

The Secretariat is one of several projects under the larger "Three-Arms Zone" initiative, which also includes a new State Assembly Complex and High Court — all aimed at centralizing and streamlining governance infrastructure.

“Our commitment to civil service reform is unwavering. From timely salary payments to the implementation of minimum wage and the establishment of the Bureau for Public Service Reforms, this Secretariat is the next major leap,” the Governor noted.

Praise from Stakeholders

Commissioner of Works, Housing and Transportation, Hon. Usman Mainama’a Kallamu, praised the Governor’s resolve, saying:
“With this project, Governor Inuwa Yahaya is not just meeting expectations—he is shaping the future of Gombe State for generations to come.”

The Head of Civil Service, Alhaji Ahmed Kasimu Abdullahi, echoed this sentiment, describing the Secretariat as a long-awaited answer to decades of inefficiency.
“This iconic structure will redefine the identity and dignity of Gombe’s civil service,” he stated.

Representatives of Datum Construction and Cross Vault Associates Ltd. — the project contractor and consultant, respectively — assured stakeholders of a world-class, timely delivery.
